I. Full-cycle wheat flour production within the Saratov Region, leveraging its agricultural strengths and infrastructure.
II. Full-cycle or semi-finished sunflower oil production. This can be executed in two stages:
- Producing non-refined sunflower oil in the Saratov Region.
- Refining the oil in the partner’s country where the final product will be marketed.
This staged production plan ensures localized efficiency, minimizes logistical challenges, and allows flexibility in market distribution. A final approach will be decided in collaboration with our partners, based on a comprehensive feasibility study.
III. Production of high-quality animal feed, utilizing the region’s abundant agricultural resources to create value-added products for sustainable farming practices.

- Raw Material Base:
- Wheat : The Saratov Region is a leading grain producer, particularly known for its wheat and pulses. This ensures a reliable supply of raw materials for flour production without incurring significant additional sourcing costs from other regions. Annually, the region produces approximately 5 million tons of wheat.
- Sunflower seeds: The Saratov Region stands as a traditional leader among all regions in sunflower production, recording a harvest of 1.8 million tons this year.
- Animal Feed: The Saratov Region is a major agricultural area where key crops for the production of compound feed are grown (wheat, barley, corn, sunflower, etc.).
- Raw Material Procurement: Holding “Oleonafta” has an experienced team dedicated to sourcing high-quality raw materials. After the harvest period, when raw material prices remain low, the producer can strategically procure and store raw materials for production.
- Storage Facilities: Holding “Oleonafta” owns five silos with a total storage capacity of about 240,000 tons.
- Availability of Workforce and Infrastructure:
a. The region has a trained workforce experienced in agricultural production, agribusiness, and technical operations.
b. Developed industrial infrastructure allows for the swift establishment or modernization of production facilities.
5. Production of Wheat Flour and Sunflower Oil:
a. Our logistics complex offers a unique opportunity to establish high-capacity production facilities, including wheat flour production of up to 1,500 tons per day and sunflower oil production of up to 2,000 tons per day. The complex boasts a main building area of 76,000 sq. m, total premises spanning 100,000 sq. m, and a total territory of 25 hectares, providing ample space for efficient operations.
b. The distance between the nearest three silos and the storage facility where production will be located is only 140 km.
c. The warehouse complex already includes an elevator with a capacity of 5,000 tons. If necessary, additional storage facilities can be constructed on the premises.
d. The production complex is fully supplied with electrical power, with a capacity of 20 MW, sufficient to maintain all production processes.
6. Infrastructure and Logistics:
- The Saratov Region has a developed transportation infrastructure, including railways, highways, and access to the Volga River, making it easier to transport both raw materials and finished products.
- The warehouse complex where production will be based has direct access to the railway, significantly simplifying the shipment of products to any destination via Russia’s extensive rail network.
- One of our five silos features a berth on the Volga River, enabling the loading of river-sea vessels with capacities of up to 5,000 tons. This strategic capability ensures efficient shipping via the river to the Caspian ports of Iran, Kazakhstan, Azerbaijan, and Turkmenistan. Additionally, vessels with capacities of up to 3,000 tons can navigate through the Volga-Don Channel, extending access to ports in the Black Sea, Mediterranean Sea, and Red Sea regions. Our other silos ensure timely shipment of products through rail and road transport, including container shipping.
- Goods can be efficiently transported from the Saratov Region to major Russian ports, including St. Petersburg on the Baltic Sea (1,500 km) and Novorossiysk on the Black Sea (1,400 km). In addition to port transportation, delivery via railway offers seamless access to various destinations across Central Asia, Afghanistan, China, and Mongolia, ensuring comprehensive regional connectivity. Additionally, goods can be shipped via railway to various countries in Central Asia, Afghanistan, China, and Mongolia. It is worth mentioning that “Oleonafta” is prepared, if necessary, to procure railway wagons to further optimize and reduce transportation costs
- The production facility is strategically situated at the crossroads of the North-South International Transport Corridor, ensuring seamless connectivity and efficient logistics.
- Export Duty:
- Currently, wheat exports are subject to a duty of approximately $36 per ton; however, this rate is regularly reviewed. In contrast, there is no export duty on wheat flour, making such exports more profitable.
- The export of sunflower seeds is burdened by a practically prohibitive export duty of 50%, rendering it economically unviable. At the same time, there is usually no export duty on sunflower oil. However, in the context of significant national currency devaluation, as observed now, the Russian government may introduce an export duty.
- The export of flour and sunflower oil is also accompanied by optimized logistics compared to the export of sunflowers and wheat.
- Region’s Overview as grower of grains/pulses:
The Saratov Region holds leading positions in agricultural crop production in Russia due to its natural conditions and developed agro-industrial complex. The largest areas in the region are allocated for the cultivation of the following crops:
- Wheat — ranks first in terms of cultivation volumes among grain crops. The Saratov Region is among the largest exporting regions of this important agricultural crop.
- Sunflower — the region is the absolute leader in Russia in cultivating this oilseed crop. Sunflower is widely used for producing vegetable oils and other products.
- Barley — an essential grain crop actively used in feed production and brewing. Its cultivation also occupies significant areas.
- Corn — used as both a feed crop and in the food industry, with its cultivation areas gradually increasing.
- Oats and Rye — traditional grain crops for the region, used in the food industry and animal husbandry.
- Chickpeas and other legumes play an essential role in Russia’s agriculture. Approximately 500,000 tons of chickpeas are produced annually in the country, with the Saratov Region accounting for about 60%, making it a key producing region for this crop.
